YORKTOWN CUTS RIBBON FOR NEW SENIOR CENTER

Yorktown, N.Y. – (5/11/12) – On Friday, Senator Greg Ball (R, C – Patterson) joined the Yorktown Seniors along with members of the Yorktown Town Board to cut the ribbon for their new senior center.

The center offers nutrition programs, home meals, grocery shopping, a wellness program, medical transportation and a multitude of classes for the seniors who walk through its doors.

“This is the hub of senior life here in Yorktown and it is vital to the wellbeing of our seniors that they have a safe, happy place to go every day,” said Senator Ball. “Without the senior center, these folks would have to fend for themselves when it comes to getting the care they need to stay healthy throughout the year.”

The Director of Senior Services, Mary DeSilva said with tears of joy, she was so happy that this new center is finally a reality after 3 long years.

“I want to thank everybody, this has been a long time coming,” said Mary DeSilva. “I am very happy for the seniors that are here and I think of all the future seniors who will get to come in to enjoy these programs and services. Every single senior here is very important to me, they all have a very special place in my heart.”

Senator Greg Ball is working to secure a total of $200,000 in funding to help pay for the new construction and also to fund additional renovations to the center’s bathrooms. These funds are currently being reviewed by the Dormitory Authority for financial and environmental impacts.

SENATOR BALL CALLS FOR ACTION ON OUT OF NETWORK ISSUE

Urges Governor and Legislature to pass legislation before end of session

Brewster, N.Y. – (5/11/12) – On January 27, 2012, Senator Greg Ball (R, C – Patterson), along with Bedford Hills resident, Maureen Kenney and local physicians held a press conference to bring awareness to the Out-of-Network issue, as well as push for the passage of Senator Ball’s legislation (S5068/A5068A).

Senator Ball’s legislation would force insurance companies to do the following:

  • Fully disclose their methodology for reimbursing health care treatment by physicians not participating in the plan’s network;
  • Prohibit approval of a health maintenance plan that does not include coverage of out-of-plan medical services;
  • Disapprove issuance of a health insurance policy offering coverage for out of network care that will not provide significant coverage of the usual costs of receiving care out of the plan’s network;
  • Require health insurance companies to disclose to their enrollees, upon request, the anticipated out-of-pocket costs for specific out-of-network health care services.

The issue of Out-of-Network care in New York State has been picked up by the New York State Department of Financial Services Superintendent Benjamin Lawsky, who held his own press conference regarding Out-of-Network care on March, 7 2012.

“Since January, there has been a great deal of dialogue on this issue.” said Senator Ball. “We’ve seen different versions of a solution on this issue, and it is critical all parties come to an agreement before the end of the legislative session. You  have multi-billion dollar insurance companies that are seeing record profits, you have a healthcare system that is broken, you have blue-collar families that are being held over the barrel by insurance companies that are raking in billion-dollar profits and doctors that are being forced out of this state in droves and it’s actually reaching a critical level, we cannot wait another year.”

The Out-of-Network issue was brought to Senator Ball by Kenney, who after purchasing a premium insurance plan, was stiffed with the bill in her families time of need.

In April of 2011, Kenney’s husband was treated in the ER at Northern Westchester Hospital, which is an “in network” hospital, for a heart condition. Although he was given the best of care at Northern Westchester Hospital, Kenney said their facility was not equipped to treat her husband’s life-threatening condition. Due to medical necessity, Kenney’s husband was transported by an ambulance to Westchester Medical Center (WMC). The transfer to WMC was arranged by the ER physician and the WMC cardiologist on duty via phone. Kenney said there was no mention in regard to concerns over insurance coverage, or that WMC was an “out of network” provider during the treatment or transfer. However, Kenney later received a $99,000 bill from WMC due to the fact that it is an “out of network” hospital.

“I think it’s happening to more people than we know who do not complain or try to fight it because the liability might be smaller and it is either paid by the policy holder, or they are too intimidated by the insurance companies,” says Kenney. “Our citizens should not be intimidated by insurance companies, who should be helping our citizens in times of need, not bleeding them for every dollar in a tough economy.

“Anyone could find themselves in the same situation Maureen Kenney is now facing,” Senator Ball said. “I am urging everyone to tell their local elected officials to help us pass this critical piece of legislation and give New Yorkers the quality, affordable healthcare they deserve.”

During this brunch Senator Ball will be announcing his nominee for the 2012 New York State Women of Distinction ceremony that will take place in Albany, N.Y.

Senator Greg Ball will be specifically hosting Gold Star Mother’s throughout the Hudson Valley, at his Mother’s Day Brunch, in addition to over 150 moms in his Senate District. While the day is to honor local Gold Star Mothers, the brunch is open to all Mother’s and their families that live in the Hudson Valley area.

A Gold Star Mother is a Mother who has lost a son or daughter in the war. The name came from the custom of families of servicemen hanging a banner called a Service Flag in the window of their homes. The Service Flag had a star for each family member in the United States Armed Forces. Living servicemen were represented by a blue star, and those who had lost their lives were represented by a gold star.

Brewster, N.Y. – (5/09/11) On Sunday, May 20 Senator Greg Ball (R, C – Patterson) The Chairman of Homeland Security and Veterans Affairs will be announcing his honoree for the 2012 New York State Veterans’ Hall of fame.

Senator Ball will be making his announcement with, Westchester County Executive Robert Astorino and Assemblyman Robert Castelli during a grand ribbon cutting ceremony of Senator Ball’s traveling Veterans’ Wall of Fame at the Mt. Kisco American Legion.

Created and hosted by Senator Ball, the Veterans’ Wall of Fame was designed to honor outstanding veterans from throughout the 40th Senate District. Each city, town and village within the Senator’s district was asked to nominate a veteran to be honored on the wall. Senator Ball will now select one of the 27 Veterans to represent the 40th Senate District at a statewide ceremony which will be held on May 22nd in Albany, N.Y.

The announcement and grand ribbon cutting ceremony in Mt. Kisco will be followed by a free BBQ hosted by Senator Greg Ball and the Mt. Kisco American Legion.

“This wall tells a larger story of courage, of honor, and of integrity,” Senator Ball said. “The rights and privileges we enjoy are protected because of the service of others, and I am proud to present them and their stories by this small gesture of appreciation.”

NEWS DAY: BALL RECEIVES AWARD FOR SERVICE TO VETS

Sen. Greg Ball (R,C-Patterson) received the Special Recognition Award at the annual Military Order of the Purple Heart convention held Saturday, May 5, at the Ramada Hotel in Newburgh.

Ball, who represents the 40th district in the Senate, was honored for his extensive work on behalf of veterans in his district. He is credited with creating a veterans hall of fame, passing legislation to protect military funerals from protest and securing $500,000 for a New York State veterans cemetery. Ball also serves as the chairman of the Homeland Security and Veterans Affairs Committee.

“As an Air Force Academy graduate, a former Air Force Officer and the chairman of Homeland Security and Veterans Affairs, this is a great honor, and I am very grateful to have been selected,” Ball said in a recently issued news release. “I am honored to serve as the state senator to so many veterans that have all chosen a path of courage, honor, integrity and bravery, a path that helped shape America as we know it, protecting our way of life and liberty.” Each year, the Military Order of the Purple Heart gives the Special Recognition Award to a leader who demonstrates inspirational leadership and distinguished service to veterans. THE PATCH: HOME FROM WAR WITH TBI, VET BATTLES DUI RAP

An Iraq combat veteran returns to Peekskill City Court Monday facing a tough choice: plead guilty to driving under the influence of drugs, ending a protracted, costly round of appearances, or demand a trial, which could leave him in legal limbo for another year or more. What separates Alexander A. Lazos from other DUI defendants, at least for now, is his likely defense.

After he brushed another car at a Peekskill gas station last July, police say, Lazos failed to walk a straight line and tested positive for drugs, leading to a charge of driving under their influence. The former marine, however, contends that a 2003 battlefield brain injury caused him to flunk the field sobriety test. The “drugs,” moreover, were doctor-prescribed for his injury and permitted even when driving, Lazos says.

His case has attracted the interest of Hudson Valley veterans. A clutch of former servicemen, rallied by veterans advocate William Nazario of Cortlandt Manor, stood shoulder to shoulder with Lazos outside court after his latest appearance, April 2. Nazario also spurred legislative action. In Albany, a bill proposes issuing identification cards that would allow all who have sustained a TBI to have documented proof of their condition.

Lazos, a 1999 graduate of Harriman’s Monroe-Woodbury High School, has moved to North Carolina since his arrest last July. He estimates that flying back for court appearances has already cost him about $8,000. Still, after his April 2 appearance in Peekskill court, Lazos rejected any talk of a plea deal. “How can I plead guilty when I didn’t do what they say?” he asks.

Lazos, now 30, says he had just completed an appointment at Montrose last July 5 when he pulled into the Mobil station on Welcher Avenue, looking to buy a cold soft drink. The police later quoted another motorist as complaining that Lazos’ car had brushed his, causing minor bumper damage. Unaware he had clipped the other car, Lazos says, he was sitting on a curb, having his drink, when the police arrived.

Peekskill Police Officer Chatoyer Woodland inspected the Subaru that Lazos had been driving, found “minor damage” to the bumper, then talked with the operator. “Mr. Lazos … was swaying and could not keep his balance. While interviewing Mr. Lazos, he used his vehicle to keep his balance,” Woodland noted in his arrest report. “Mr. Lazos appeared to be under the influence of a prescription drug.”

The ID card legislation, introduced in Albany by state Sen. Greg Ball of Patterson, would allow anyone with a traumatic brain injury to document an alternative explanation for seeming intoxication. The bill, S6089, has been referred to the Senate Transportation Committee, where action is expected shortly, said Ball’s director of legislative affairs Krista Gobins. It has already won unanimous approval in the Committee on Veterans, Homeland Security and Military Affairs, which Ball chairs. A similar measure in the Assembly, A9473, is now before that chamber’s transportation panel.

Both bills note the ease with which TBI can mimic intoxication. “Common symptoms of TBI, even in mild cases, are dilation of one or both pupils of the eyes, slurred speech, weakness or numbness in the extremities, loss of coordination, and/or increased confusion, restlessness, or agitation,” the Ball legislation points out. “Due to these symptoms, a person diagnosed with TBI, even a mild case, can appear to be intoxicated, or under the influence of a controlled substance.” Read More…

CHAIRMAN BALL TOURS THORNWOOD FIRE DEPARTMENT

Thornwood, N.Y. – (5/5/12) Senator Greg Ball (R, C – Patterson) the Chairman of Homeland Security and Veterans Affairs toured the Thornwood Fire Department this past Saturday. Chief Rich Benkwitt gave Senator Ball the tour after the Thornwood Fire District Annual Inspection Ceremony.

Thornwood which is a hamlet of Mount Pleasant is part of the new 40th Senate district. The new 40th Senate district shifted south, picking up Mount Pleasant and New Castle while losing much of Dutchess county and western Putnam.

SENATOR BALL RECEIVES THE MILITARY ORDER OF THE PURPLE HEART SPECIAL RECOGNITION AWARD

Newburgh, N.Y. – (5/5/12) – Senator Greg Ball (R, C – Patterson) was honored by the members of the Military Order of the Purple Heart (MOPH) with a  Special Recognition Award at their yearly convention this Saturday at the Ramada Hotel in Newburgh, New York.

The Special Recognition Award is given each year to a leader who best demonstrates inspirational leadership and distinguished service to veterans. MORH presented this year’s award to State Senator Greg Ball, the chairman of Chairman of Homeland Security and Veterans Affairs.

“As an Air Force Academy graduate, a former Air Force Officer and the Chairman of Homeland Security and Veterans Affairs this is a great honor and I am very grateful to have been selected. I would like to thank Willy Nazario, Eugene Parrotta, the Montrose Action Committee and everyone else that is involved in the Military Order of the Purple Heart,” said Senator Greg Ball. “I am honored to serve as the State Senator to so many veterans that have all chosen a path of courage, honor, integrity and bravery; a path that helped shape America as we know it, protecting our way of life and liberty.”

Senator Greg Ball has worked tirelessly and accomplished many great things for all veterans across the 40th senate district. He has created a Veterans Hall of Fame, held a thanksgiving thank you dinner for over 800 veterans, passed legislation to protect Military Funeral’s from protest, secured $500,000 for a New York State Veterans Cemetery and fought to save Montrose Campus of the VA Hudson Valley Health Care System.

SENATOR GREG BALL HOSTS BBQ TO RALLY SUPPORT FOR PAWLING SENIOR PROGRAM

Pawling, N.Y. – (5/3/12) – In 2010, due to lack of participation , the Dutchess County Office of the Aging closed the Pawling Nutrition Program. On Thursday Senator Greg Ball (Patterson – R.C) hosted a BBQ to organize seniors that are interested in re-opening the vital program.

Ann Deierlein, a member of Senator Ball’s Senior Advisory Council, suggested the idea of bringing back the Pawling senior program during one of Senator Ball’s Advisory Council meetings.

“I told Senator Ball that Pawling no longer had a senior group and that I was very anxious to reactivate it. I have worked with Legislator Thomes and Senator Greg Ball to organize this BBQ to rally in support of the program,” said Ann. “I am very grateful for Senator Ball and the wonderful job he is doing. When you look around and see all the seniors here today, it makes you feel good that we are working to do something for them.”

“You learn much more while listening, rather than talking. When Ann came to my Senior Advisory Council meeting and asked for help reinstating the Pawling senior program, I teamed up with Legislator Thomes to organize this BBQ. I believe the large turnout here today proves that the Pawling and Beekman seniors genuinely want this program back,” said Senator Greg Ball. “It grew up in Pawling, it is great to see many of my friends here today  including Mr. Rubino who just turned 99 years old! I am now working on the state level to secure the needed funding to help support this senior program. I’m also fighting to freeze school taxes for seniors and constantly working to support the concerns of individual constituents throughout my district.”

Over 150 seniors showed up to the BBQ to show their support for the program and to enjoy a free lunch with friends and family, all complementary of Senator Greg Ball.

“I think this is a wonderful day, this shows you that the spirit is still here for this senior program,” said Legislator John M. Thomes. “Senator Ball is proactive and tries to help everyone. We are very fortunate to have Senator Ball and his staff and I think that we can do something here.”

“This is a fantastic event here today with Legislator Thomes and Senator Ball. It really highlights the needs that our senior citizens have,” said the Dutchess County Comptroller Jim Coughlan. “I really hope we will be able to leverage this to get these seniors the programs and funding that they deserve.”

CARMEL RESIDENT ACHIEVES HIGHEST RANKING IN BOY SCOUTS

Carmel, N.Y. – (5/6/12) Senator Greg Ball (R, C – Patterson) presented Frank Sicignano of Carmel with a New York State Senate Proclamation for achieving the rank of Eagle Scout at Drew Methodist Church in Carmel, NY.

“It is a pleasure to be here today with Frank. There are only a small percent of scouts that ever make it to this ranking and I would like to congratulate Frank for all his hard work to achieve this great honor, said Senator Greg Ball. “Frank is a great leader that we can all be proud of. I look forward to great things from him in the future.”

“It is a great honor to finally achieve this. There are so many people I want to thank for helping me out to get here today,” Frank said when he was asked about his achievement.

For his Eagle Scout project Frank removed overgrown bushes and put a flower garden in place at St. James the Apostle Church in Carmel. He said that the garden adds to the churches scenery and will be enjoyed by all residents and members of the church.

Frank is currently a Senior at John F. Kennedy Catholic High School in Somers. He plans to attend Sienna in the fall to study Environmental Science and Marine Biology. When he graduates Frank would love to become a park ranger.
