Carmel, N.Y. – (9/18/12) – With the possibility of a special session approaching, Senator Greg Ball (R, C-Patterson) is urging the Senate and the Assembly to work together to immediately pass Equal Pay legislation because women in New York are still only being paid 77 cents on the dollar. Senator Ball is the sponsor of S7057, which establishes equal pay for comparable work regardless of sex, race or national origin.

“The numbers don’t lie. This is not about politics. It’s about doing the right thing,” Senator Ball said. “There is no reason why anyone should receive less pay for equal work, but that’s exactly what’s happening throughout New York State, with women from minority backgrounds receiving as little as 52 cents on the dollar. This is an undeniable problem, but we have the ability to fix it,” Senator Ball added.

According to the Government Accounting Office (GAO) by 2010 (when 46 percent of workers were female) women overall were averaging 77 cents for that dollar, slow but significant progress. However, that number belies some additional margins: Black women earned only 61 cents and Latino women earned only 52 cents lower than the total average in 1963.

For the last six years, Senator Greg Ball has been a very committed legislator who has fought to ensure women “Equal Pay for Equal Work”.

As a testament to Senator Ball’s bi-partisan efforts on women’s issues, he has received the support and endorsement of former democratic Mount Kisco Mayor, Patricia Reilly, who has also agreed to be the Honorary Chairwoman of the Women4Ball and Democrats4Ball campaigns.

“For what he has accomplished and for what he plans to accomplish in the Senate for Women and everyone in our community, he has my full support.  Senator Ball has worked in bi-partisan manner and he has proven that he can work well with everyone in the Senate no matter what party affiliation,” Mayor Reilly said. “I’m very proud and honored that Senator Ball appointed me to be his Honorary Chair for ‘Women4Ball’ and as his Honorary Chair for ‘Democrats4Ball.’”

In his four years in the Assembly starting in 2008, Senator Ball voted five times to guarantee equal pay for equal work legislative bills including A3911-2010, A6712-2010, A3911-2009, A6712-2009, and A7407-2008.

During his first term as a New York State Senator, Ball introduced his capstone bill in favor of “Equal Pay for Equal Work” S7057 on April 26, 2012 to establish a policy of equal pay for comparable work regardless of sex, race or national origin and requires corrective action therefore.

Senator Ball’s landmark “Equal Pay for Equal Work” legislation will implement the state policy of compensating employees in state service equally for work of comparable value by eliminating wage inequality in job titles, which have been segregated by sex, race or national origin.

Senator Ball’s S7057 implements compliance with the federal Equal Pay Act of 1963 by establishing a state policy of compensating employees in state civil service equally for work of comparable value by eliminating wage inequality in job titles having been segregated by sex, race or national origin; requires the president of the civil service commission to report annually to the legislature and the office for employee relations on those segregated titles for which wage disparity exists; directs the governor to appropriate moneys to ensure wage disparities are corrected.

Senator Ball’s S7057 makes it the policy of the state of New York to comply with the letter and spirit of the federal “equal pay act of 1963,” which requires that employees of both sexes receive equal pay for equal work, the federal “civil rights act of 1964,” which prohibits discrimination on the basis of sex, race and national origin in all terms of employment and, which prohibits discrimination on the basis of race, creed, color, national origin, sex, sexual orientation or marital status and article fifteen of the  executive  law, which prohibits discrimination on the basis of sex, race, sexual orientation or national origin in all terms of  employment consistent with these laws.

Furthermore, Senator Ball’s S7057 makes it the policy of the state to ensure a fair, non-biased wage structure for its employees in which sex, race, sexual orientation or national origin is not a consideration either directly or indirectly in determining the proper compensation for a title in state service, nor in determining the pay for any individual or group of employees.

After introduction of this bill in April, Senator Ball referred, S7057 to the Civil Service Pensions Committee, which is chaired by Senator Marty Golden.  Senator Ball is committed to working with Senator Golden and his colleagues on the Civil Service Pensions Committee to secure swift passage out of this important committee so the bill can scheduled for an up or down vote on the floor of the New York state Senate during our upcoming special session.

Senator Ball is aggressively collaborating with countless women’s groups and organizations including his very own Women’s Advisory Council of which he launched in 2011 to secure support for his landmark “Equal Pay for Equal Work” legislation and all of his other women’s support bills.

Along with Senator Ball’s landmark Equal Pay for Equal Work legislation, Senator Ball delivered many other legislative accomplishments including the following:

  • Sponsored and passed (S6308) – legislation that will extend the length of stay for residents of domestic violence shelters up to 180 days, an increase of 45 days over the current regulation.
  • Sponsored and passed “Hannah’s Law” (S5034A) for Yorktown resident Hannah Devane, which requires insurance companies to provide lifesaving medication for eosinophilic esophagitis.
  • Sponsored and passed (S3955) Eliminates the registration fee for Gold Star Mother’s and Gold Star Family Members distinctive license plates.
  • Sponsored and passed (S5104) Provides for a crime of non-support of a child where a parent voluntarily reduces or terminates employment or fails to seek employment.
  • Sponsored and passed (S6090A) Restricts the right of an offender to use a computer in prison or access to the internet if such offender has been convicted of certain sex offenses and used a computer.
  • Co-sponsored and passed (S1883A) Requires health insurance policies to cover comprehensive ultrasound screening and magnetic resonance imaging for breast cancer in certain cases.
  • Co-sponsored and passed (S1538A) Provides for transfer of guardianship and custody of infants abandoned pursuant to the abandoned infant protection act.
  • Co-sponsored and passed (S3228) Relates to the issuance of military deployment as a factor in the awarding of custody in marital actions.
  • Co-sponsored and passed (S6769B) Relates to the duties of providers of mammography services to notify and inform patients if a mammogram demonstrates dense breast tissue.
  • Co-sponsored and passed (S7745) Establishes protections to prevent surprise medical bills.
  • Co-sponsored and passed (S7638) – legislation that will protect victims of domestic violence and establish stronger criminal penalties to punish individuals who commit acts of domestic violence.
  • Secured $100,000 for My Sister’s Place and $50,000 for the Northern Westchester and Putnam Women’s Resource Center – both provide shelter and support services for domestic violence victims.
  • Secured $50,000 for Putnam / Northern Westchester Women’s Resource Center.
