Albany, N.Y. – 6/17/2013 – Senator Greg Ball (R, C, I – Patterson) Chairman of the Senate Veterans, Homeland Security & Military Affairs Committee announced that Brigadier General Harry E. Miller has been promoted to the grade of Major General to the Division of Military and Naval Affairs.
New York State’s Division of Military and Naval Affairs is a New York State agency responsible for the state’s New York Army National Guard, New York Air National Guard, New York Guard and the New York Naval Militia.

New York is blessed to have him and it is clear that he is beyond qualified for this challenging position,” said Senator Greg Ball. “I look forward to working with Major General Miller in the future, and I thank him and his family for their years of distinguished service to this great country.”

Brigadier General Harry E. Miller currently serves as the Commanding General, 42d Infantry Division, New York Army National Guard. Previously he served as the Senior Commander of Fort Drum New York. His first General Officer assignment was as the Director of Joint Doctrine, Training, and Force Development (J7) for the National Guard Bureau’s Joint staff in Arlington, VA. General Miller has served two combat tours in the Middle East in support of Operation Iraqi Freedom. From March of 2006 to March of 2007 he served as the senior adviser to Iraqi Security Forces on the Iraq/Iran border where he commanded 11-teams of embedded advisers. From October 2007 to July 2008 he served with the 5th Special Forces Group (Airborne) as part of the Combined Joint Special Operations Task Force-Arabian Peninsula (CJSOTF-AP) where he served as the senior special operations adviser to the Corps Commander of Multi-National Corps-Iraq (MNC-I).
General Miller was born and raised in Pittsburgh, Pennsylvania and graduated from Valley Forge Military Junior College in 1978 with an Associate of Arts degree in Liberal Arts. Senator Ball also attended Valley Forge Military College (98’C) as a Falcon Scholar, before heading to the United States Air Force Academy.
In 1980 General Miller graduated from Washington and Jefferson College with a Bachelors of Arts degree in Economics. He later earned a Masters in Business Administration degree from Saint Martin’s College in 1992 and a Masters in Strategic Studies from the United States Army War College in 2005.
Brigadier General Miller is currently employed as the Executive Director of Veteran’s Services for Easter Seals New Hampshire/New England.
General Miller is married to the former Melissa Kay Cook of Fayetteville, North Carolina. They have three daughters; Courtney (24), Emily (22), and Abbey (19). They currently reside in Nashua, New Hampshire.
